My dear friends, I wish you all good luck in the time to come and hope that the Panthers Party shall take care of all your problems and difficulties you have been facing for several decades and particularly now when we have been deprived of statehood even by the Govt. of India.
In my short submission I would like to remind you that the JKNPP was founded by us in 1982, 23rd March, the martyrs’ day of S. Bhagat Singh, Rajguru and Sukhdev. The Party shall be organizing its 39th Foundation Day in Jammu & Kashmir which is unfortunately is no more a State.
We have been witnessing difficult times and several founder members are no more with us. Today WC is meeting to work out the plan and introduce agenda of the Party which shall be presented by the leadership today.
I would like to submit in brief before the delegates of JKNPP this morning that Jammu & Kashmir has been passing through most difficult times and situation is highly explosive because we have been deprived of even statehood for Jammu & Kashmir which is our forefathers had founded in 1846 under the leadership of first Dogra Maharaja Gulab Singh.
1. I would like to convey to all of you and all the political parties in the country that statehood for Jammu & Kashmir deserves to be restored without any delay.
2. All the political detenues under PSA, 1978 needs to be released as they have been under illegal and unconstitutional detentions under the so-called PSA which is no more a valid law as it was created by the State Assembly in 1978 because the State Assembly had power at that time drawn from Article 35A of Constitution of India. 35A has been quashed by the President of India as it was only an Ordinance applied in 1954.
3. Jammu & Kashmir should be reorganized with Twin States so that Kashmir region and Jammu Pradesh shall have separate provincial Assemblies with one Governor and one High Court. Jammu & Kashmir shall be acceptable as a confederation of Jammu & Kashmir with statehood as well as the Domicile Laws including the status of a resident as it was introduced in 1927 by Maharaja Hari Singh.
4. I appeal all friends in the Panthers Party and even those who are involved in other nationalist and secular political parties to call on the Govt. of India to restore the statehood without any delay and release all political prisoners as well as restore 4G network as 2G network is not working and not of any use.
5. The bureaucracy rule in Jammu & Kashmir is not acceptable and therefore the Parliament in Delhi should appoint a Governor without any delay with Advisory Committee from all recognized political parties, regional or central which are operating in the State.
6. The termination of five years relaxation is not acceptable should reverse the order that has taken away the five-year age relaxation granted to the youth of Jammu and Kashmir for the Civil Services Examination.
7. The Govt. should constitute Delimitation Commission so as to distribute/allot Assembly seats for Jammu Province and Kashmir Ghati in accordance with the principles and rules of the Election Commission. The Assembly election should be held immediately after restoration of statehood and the final report of the Delimitation Commission.
8. I would like to submit to the leadership of the JKNPP to hold Working Committee meeting before holding 23rd March Session which shall announce the result of the 2020 Panthers Party election which will be held before 23rd March or 23rd March, 2020 to elect its Chairman and President.
I hope the Party shall reorganize all the 22 District Committees in Ladakh and Jammu & Kashmir which are presently two Union Territories. The Jammu & Kashmir National Panthers Party at present is a recognized State political party in Jammu & Kashmir as well as in Ladakh.
I pray that the Panthers Party shall bring new era in political life in Jammu & Kashmir and send that light to the rest of the country, Bharata. The light of democracy, peace, secularism and humanity with clear message to the rest of the world that the Party stands for peaceful co-existence, complete disarmament and Non-Alignment which is the message glowing from Jammu & Kashmir.
