In a significant move to protect public health, particularly among children and youth, the Jammu and Kashmir administration has imposed a ban on the storage, sale, display, and distribution of the smokeless tobacco-based product “Cool Lip” in Kathua district with immediate effect.The ban, which came into force on October 3, 2025, aims to curb the growing health concerns associated with the product.Cool Lip, a smokeless tobacco product sold in small pouches, poses serious health risks, including carcinogenic and adverse oral effects.
Reports of growing prevalence of the product in local shops and its use by students prompted the authorities to take action. The order has been circulated through print, electronic, and social media to raise public awareness and ensure compliance. The ban has received widespread support, with many calling for similar restrictions in other districts also. Various sections of society have emphasized the need for a complete ban on tobacco chewing products, cigarettes, and liquor to protect the younger generation from substance abuse.
The ban is imposed under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, and Clause 2.3.4 of the Food Safety and Standards (Prohibition and Restriction on Sales) Regulations, 2011, which prohibits the use of tobacco and nicotine as ingredients in any food product.The district administration has directed officials, including the Senior Superintendent of Police, Chief Education Officer, and Food Safety Officer, to ensure strict implementation of the order.This decisive step is expected to contribute significantly to safeguarding public health and promoting a tobacco-free environment in Jammu and Kashmir.
