Supreme Court asked the Centre to check if Jammu and Kashmir\u2019s administration has sent any response to the ministry of home affairs for restoring 4G internet services in the Union territory of Jammu and Kashmir.<\/p>\n\n\n\n
This information was brought to the supreme court’s attention by the petitioner, NGO Foundation for Media Professionals, in an affidavit filed in response to the Centre\u2019s reply on the petition.<\/p>\n\n\n\n
The 3 judge bench, headed by Justice NV Ramana, asked the Centre to verify this information and posted the case for August 7.<\/p>\n\n\n\n
Attorney General KK Venugopal appeared for Centre.<\/p>\n\n\n\n
In the Meantime, the J-K administration has sought time to file a response to petitioner\u2019s affidavit.<\/p>\n\n\n\n
The petitioner has alleged contempt of the supreme court\u2019s May 11 order claiming that the Centre has not reviewed the 4G restrictions because no order has been placed in the public domain.<\/p>\n\n\n\n
An affidavit was filed by the centre last week claiming that it was not possible to restore 4G services presently but left it on the UT administration to decide.<\/p>\n\n\n\n
A communication blackout and a lockdown were imposed in Jammu and Kashmir in August 5, last year as measures to prevent protests against the Centre\u2019s move to deprive the region of its special status. Most of the restrictions have since been eased even as the mobile internet remains restricted.<\/p>\n\n\n\n
The Centre has claimed that 4G restoration is not feasible as terrorist activities are still on the rise. Currently, the UT has 2G internet service.<\/p>\n\n\n\n
The May 11 order was passed after the NGO challenged restriction on mobile internet speed to 2G in April.<\/p>\n\n\n\n
The NGO sought restoration of high-speed 4G internet services. It pointed ot that patients, doctors, and the general public were unable to access the latest information, guidelines, advisories and restrictions about Covid-19 pandemic because of these restrictions.<\/p>\n\n\n\n
Slow internet speed makes telemedicine, or online consultation, impossible.<\/p>\n\n\n\n
The Supreme Court on May 11 refrained from passing directions to restore 4G internet services and instead constituted the committee comprising high-level government officers, including the Union home secretary, to take a call on the matter.<\/p>\n\n\n\n
The committee was asked to examine the necessity to allow faster internet in certain geographical areas.<\/p>\n\n\n\n
The Centre told the court that the committee was constituted by virtue of the May 11 order and no separate notification was required. The committee met on May 15 and sought further inputs before taking any decision.
