The long-pending process to induct eight Jammu and Kashmir Police Services (JKPS) officers<\/strong> into the Indian Police Service (IPS)<\/strong> has entered an advanced stage, with authorities securing Anti-Corruption Bureau (ACB) clearance<\/strong> for 24 officers<\/strong>, excluding those who either withheld consent or failed to meet eligibility norms.<\/p>\n

Official sources told Excelsior<\/em> that the Public Service Commission (PSC)<\/strong> will be approached for a meeting \u201conce all formalities are completed.\u201d<\/p>\n

Some Senior JKPS Officers Decline IPS Induction<\/strong><\/h3>\n

Sources revealed that several JKPS officers, already promoted as Directors<\/strong> or to posts equivalent to IGPs and DIGs<\/strong> under the new promotion policy, have refused induction<\/strong>, arguing that they already enjoy higher ranks and scales<\/strong> within the Union Territory.<\/p>\n

One officer who initially gave consent later withdrew it, while another officer was denied ACB clearance due to pending inquiries.<\/p>\n

Induction May Be Limited to 1999 Batch<\/strong><\/h3>\n

Although ACB clearance covered officers from the 1999, 2000, and 2001 batches<\/strong>, sources suggested the induction process may ultimately be confined to the 1999 batch<\/strong> owing to the limited number of IPS vacancies<\/strong>.<\/p>\n

Vacancies Determined for 2021\u20132024<\/strong><\/h3>\n

The Union Home Ministry (MHA) earlier determined eight IPS vacancies<\/strong> for promotion from JKPS:<\/p>\n

  • 5 vacancies<\/strong> for Select List 2021<\/strong><\/li>\n
  • 2 vacancies<\/strong> for 2023<\/strong><\/li>\n
  • 1 vacancy<\/strong> for 2024<\/strong><\/li>\n
  • No vacancy<\/strong> for 2022<\/strong><\/li>\n<\/ul>\n

    Additionally, five unfilled vacancies<\/strong> from Select Lists of 2015\u20132020<\/strong> were carried forward<\/strong> and re-determined for 2021.<\/p>\n

    These adjustments were necessary because, against 32 sanctioned vacancies<\/strong>, only 27 IPS appointments<\/strong> were notified for Jammu & Kashmir on September 29, 2023.<\/p>\n

    Three more vacancies arose in 2023\u201324 due to retirements.<\/p>\n

    Batch Allotment and Quota Structure<\/strong><\/h3>\n

    Once inducted, JKPS officers may receive batch allotments<\/strong> starting from 2015 onwards<\/strong>, depending on the vacancy year.<\/p>\n

    Currently, IPS posts are filled in a 67:33 ratio<\/strong>:<\/p>\n

      \n
    • 67%<\/strong> for direct IPS recruits<\/li>\n
    • 33%<\/strong> for State Police Services (including JKPS officers)<\/li>\n<\/ul>\n

      The UPA government had earlier revised the ratio to 50:50<\/strong>, but the BJP government in 2014 restored the 67:33 formula<\/strong> in line with other States and UTs.<\/p>\n

      44 JKPS Officers Inducted in Last Three Years<\/strong><\/h3>\n

      After over a decade-long gap from 2011 to 2021<\/strong>\u2014due to legal hurdles and administrative delays\u2014no JKPS officer was inducted into IPS.<\/p>\n

      However, in the past three years<\/strong>, 44 officers<\/strong> have been successfully inducted.<\/p>\n

      Still, many JKPS officers continue to serve as SSPs for extended periods<\/strong> and cannot be promoted as DIGs unless inducted into IPS, as per service rules.<\/p>\n","protected":false},"excerpt":{"rendered":"
