Unless enforcement mechanisms are strengthened and officials made personally accountable for dereliction of duty, the city\u2019s master plan risks turning into a mere paper document, disconnected from realities on the ground.Urban planning without enforcement is meaningless. If rules can be bent by a few, what message does it send to the law-abiding citizen?
\nAggrieved locals have demanded immediate demolition of the unauthorized commercial construction, action against the concerned enforcement staff for their alleged involvement and inaction besides ensuring that the property is restored to its original use as per the approved site plan and last but not the least a thorough investigation into the matter to identify the lapses and fix accountability<\/p>\n

\nJammu: The Jammu Municipal Corporation’s (JMC) inefficiency in curbing unauthorized constructions has once again come under scrutiny. A blatant case of commercial construction in a residential area has been brought to light at Plot-120, Sector-1, EWS Colony, Lower Roop Nagar, Jammu (Ward-62), owned by Smt. Indu Bharti.Despite obtaining approval for a residential site plan (Application No. JMC\/2024\/8768 dated 04\/12\/2024), the owner has flagrantly violated the approved plan by raising a commercial construction with the alleged connivance of the concerned enforcement staff. The approved site plan allowed for a residential building with specific dimensions and setbacks, which the owner has brazenly disregarded.
\nAccording to approved site plan, plot size: 7.62 X 15.24 Mt, plot area: 116.12 Sqm, approved ground coverage area: 73.03%, approved FAR: G+2, maximum height: 10.06 Mt, approved setbacks: Front – 2.59 Mt, Rear – 1.52 Mt. The approved site plan clearly stipulates the plot size, plot area, ground coverage area, and other parameters for residential construction. However, the owner has brazenly disregarded these norms and raised three commercial floors, including plaster work and white washing, without maintaining the approved setbacks on both the front and backside. A signboard\/flex under the name and style \u201cKavya The Flowers Shop\u201d has been put up on the ground floor, clearly indicating the commercial use of the property.
\nWhat is more disturbing is the inaction of the concerned enforcement staff despite being brought to their notice. This raises serious questions about their sincerity in safeguarding the guidelines of JMP-2032 under UBBL-2021 and JMC Act 2000. The JMC’s attempt to ask the owner to remove the signboard\/flex is a mere eyewash and does not address the core issue of unauthorized construction.<\/p>\n

Despite having a well-defined regulatory framework under the Jammu Master Plan (JMP)-2032, the Unified Building Bye-Laws (UBBL)-2021, and the Jammu Municipal Corporation Act, 2000, enforcement on the ground remains weak and inconsistent.
