Jammu:<\/span><\/b> Despite stringent rules and regulations, illegal constructions continue to plague the Jammu Municipal Corporation (JMC) limits. A recent case in point is the unauthorized commercial construction going on in Lajpat Nagar, Canal Road, Ward-19, without JMC permission and mandatory setbacks.<\/span><\/span>\u00a0<\/span><\/span><\/p>\n

This blatant disregard for the law has raised concerns among locals and highlighted the inefficiency of the JMC in enforcing its own regulations. Illegal constructions are not limited to a particular area or ward. They are widespread across all 75 wards of JMC, with posh colonies being the worst affected. The high cost of land and growing demand for commercial activities have led to a surge in such constructions.<\/span><\/span>\u00a0<\/span><\/span><\/p>\n

While some violations may be marginal, others are more extreme, involving substantial structural changes and shortcuts that compromise the integrity of the building. Despite aggrieved locals bringing the unauthorized construction in Lajpat Nagar to the notice of the concerned Enforcement staff, no action has been taken. This inaction has emboldened violators, who continue to flout the law with impunity.<\/span><\/span>\u00a0<\/span><\/span><\/p>\n

If such unauthorized constructions are allowed to continue without any check, it will set a bad precedent and encourage more violators to raise constructions without permission. The consequences of allowing illegal constructions to thrive are far-reaching. It not only undermines the authority of the JMC but also poses a significant risk to the safety and well-being of citizens. Such constructions can lead to adverse consequences on governance systems, the environment, people’s health, transportation services, and overall citizen well-being. Law-abiding citizens have demanded that Municipal laws that regulate construction need to be reviewed and strengthened.<\/span><\/span>\u00a0<\/span><\/span><\/p>\n

The process of serving notice, awaiting reply, and taking action needs to be hastened to prevent violators from completing their unlawful constructions. The punishment for violations should match the degree of violation, including heavy costs, criminal prosecution, and harsh penalties.<\/span><\/span><\/p>\n

The Government of Union Territory of Jammu and Kashmir has issued an advisory against illegal constructions and encroachments, making it clear that delay in reporting violations will invite disciplinary action. The government has also acknowledged the carelessness and negligence of field staff in reporting violations of Master Plans and Building Bye-laws.<\/span><\/span><\/p>\n

The need of the hour is to hold the enforcement wing accountable for violations of the Master Plan and building bye-laws. The JMC needs to take a proactive approach to prevent illegal constructions and ensure that the laws and regulations are enforced strictly. Only then can we ensure the safety and well-being of citizens and prevent the proliferation of illegal constructions in JMC limits.<\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
