{"id":61353,"date":"2025-05-27T10:45:29","date_gmt":"2025-05-27T10:45:29","guid":{"rendered":"https:\/\/earlypostdaily.com\/?p=61353"},"modified":"2025-05-27T10:45:29","modified_gmt":"2025-05-27T10:45:29","slug":"omar-abdullah-stresses-data-driven-district-level-planning-for-viksit-jammu-kashmir-2047-vision","status":"publish","type":"post","link":"https:\/\/earlypostdaily.com\/index.php\/2025\/05\/27\/omar-abdullah-stresses-data-driven-district-level-planning-for-viksit-jammu-kashmir-2047-vision\/","title":{"rendered":"Omar Abdullah Stresses Data-Driven, District-Level Planning for Viksit Jammu &#038; Kashmir 2047 Vision"},"content":{"rendered":"<p data-start=\"236\" data-end=\"486\">Jammu and Kashmir Chief Minister <strong data-start=\"292\" data-end=\"309\">Omar Abdullah<\/strong> today emphasized the necessity of <strong data-start=\"344\" data-end=\"391\">setting short-term, district-specific goals<\/strong> based on thorough <strong data-start=\"410\" data-end=\"427\">data analysis<\/strong> and tailored to each region\u2019s unique needs and potential.<\/p>\n<p data-start=\"488\" data-end=\"679\">Chairing a <strong data-start=\"499\" data-end=\"531\">comprehensive review meeting<\/strong> of the <strong data-start=\"539\" data-end=\"588\">Planning, Development &amp; Monitoring Department<\/strong> at the Civil Secretariat, the Chief Minister reviewed progress on three key initiatives:<\/p>\n<ul data-start=\"680\" data-end=\"831\">\n<li data-start=\"680\" data-end=\"745\">\n<p data-start=\"682\" data-end=\"745\"><strong data-start=\"682\" data-end=\"743\">Sustainable Development Goals Coordination Centre (SDGCC)<\/strong><\/p>\n<\/li>\n<li data-start=\"746\" data-end=\"785\">\n<p data-start=\"748\" data-end=\"785\"><strong data-start=\"748\" data-end=\"783\">District Domestic Product (DDP)<\/strong><\/p>\n<\/li>\n<li data-start=\"786\" data-end=\"831\">\n<p data-start=\"788\" data-end=\"831\"><strong data-start=\"788\" data-end=\"829\">District Good Governance Index (DGGI)<\/strong><\/p>\n<\/li>\n<\/ul>\n<p data-start=\"835\" data-end=\"1092\"><strong>\u201cWhat we now require is targeted district-level planning \u2013 identifying where the potential lies and where gaps need to be filled. These short-term objectives will cumulatively guide us toward our long-term goal of <em data-start=\"1049\" data-end=\"1081\">Viksit Jammu &amp; Kashmir by 2047<\/em>,\u201d he said.<\/strong><\/p>\n<p data-start=\"1094\" data-end=\"1505\">The meeting was attended by <strong data-start=\"1122\" data-end=\"1153\">Chief Secretary Atal Dulloo<\/strong>, <strong data-start=\"1155\" data-end=\"1205\">Additional Chief Secretary to CM Dheeraj Gupta<\/strong>, <strong data-start=\"1207\" data-end=\"1255\">Principal Secretary Finance Shailendra Kumar<\/strong>, <strong data-start=\"1257\" data-end=\"1292\">Secretary Planning Talat Parvez<\/strong>, senior officials from Social Welfare, Rural Development, Health &amp; Medical Education departments, as well as <strong data-start=\"1402\" data-end=\"1437\">representatives from NITI Aayog<\/strong>, <strong data-start=\"1439\" data-end=\"1447\">UNDP<\/strong>, and all <strong data-start=\"1457\" data-end=\"1504\">Deputy Commissioners via video conferencing<\/strong>.<\/p>\n<hr data-start=\"1507\" data-end=\"1510\" \/>\n<h3 data-start=\"1512\" data-end=\"1573\"><strong data-start=\"1516\" data-end=\"1573\">Focus on Actionable Insights and Real-Time Monitoring<\/strong><\/h3>\n<p data-start=\"1575\" data-end=\"1710\">Abdullah cautioned against being fixated on the distant 2047 vision without clear and <strong data-start=\"1661\" data-end=\"1709\">measurable short- and medium-term benchmarks<\/strong>.<\/p>\n<p data-start=\"1712\" data-end=\"1777\">Referring to <strong data-start=\"1725\" data-end=\"1741\">Mission Yuva<\/strong> and the <strong data-start=\"1750\" data-end=\"1767\">DGGI findings<\/strong>, he said:<\/p>\n<p data-start=\"1780\" data-end=\"1990\"><strong>\u201cThese findings must improve our planning and programmes. I urge all line departments and district administrations to reorient their schemes in a manner that addresses the issues highlighted by both data sets.\u201d<\/strong><\/p>\n<p data-start=\"1992\" data-end=\"2134\">He stressed that the <strong data-start=\"2013\" data-end=\"2021\">DGGI<\/strong> should not be seen as a judgment tool but rather a <strong data-start=\"2073\" data-end=\"2098\">performance barometer<\/strong> \u2013 from \u201cgood to better\u201d governance.<\/p>\n<p data-start=\"2138\" data-end=\"2330\"><strong>\u201cDistricts that are already performing well must lead by example. Those that are behind need targeted support. Any systemic constraints should be flagged immediately for resolution,\u201d he added.<\/strong><\/p>\n<hr data-start=\"2332\" data-end=\"2335\" \/>\n<h3 data-start=\"2337\" data-end=\"2400\"><strong data-start=\"2341\" data-end=\"2400\">J&amp;K\u2019s National Performance and the Need for Consistency<\/strong><\/h3>\n<p data-start=\"2402\" data-end=\"2488\">While noting Jammu &amp; Kashmir\u2019s <strong data-start=\"2433\" data-end=\"2474\">10th rank among Indian states and UTs<\/strong>, the CM said:<\/p>\n<p data-start=\"2491\" data-end=\"2649\"><strong>\u201cBeing second among UTs is good, but the real achievement is our standing at the national level. That shows we\u2019re holding our ground, but we must aim higher.\u201d<\/strong><\/p>\n<p data-start=\"2651\" data-end=\"2753\">He also emphasized the importance of <strong data-start=\"2688\" data-end=\"2724\">maintaining consistent templates<\/strong> for performance measurement.<\/p>\n<p data-start=\"2757\" data-end=\"3027\"><strong>\u201cOnce a performance framework is established, we must not tinker with it. Shifting goalposts or data methodology defeats the purpose of year-on-year comparisons.
