Baku (Azerbaijan), Nov 18:<\/strong> India<\/strong> on Monday called on developed countries<\/strong> to remove barriers to technology transfer<\/strong>, increase public climate finance<\/strong>, and avoid unfair trade measures<\/strong> disguised as climate action, during a high-level ministerial roundtable<\/strong> on pre-2030 ambition<\/strong> at the UN climate talks<\/strong> in Baku<\/strong>.<\/p>\n\n\n\n

India\u2019s Environment Secretary, Leena Nandan<\/strong>, emphasized the need for developed nations to take the lead in cutting emissions<\/strong> and achieving net-zero by 2030<\/strong>, calling it essential for building a sustainable future<\/strong>.<\/p>\n\n\n\n

\u201cThis is essential to build a stronger, sustainable future,\u201d she said during the discussions. Nandan also highlighted that while innovative technologies<\/strong> are crucial for a low-carbon future, they must be made accessible<\/strong> to developing countries<\/strong>.<\/p>\n\n\n\n

\u201cDeveloping countries<\/strong> need solutions like clean energy<\/strong> and carbon removal technologies<\/strong>, but barriers such as intellectual property rights<\/strong> make it difficult to access these technologies,\u201d Nandan pointed out. She urged that COP29<\/strong> come up with practical solutions<\/strong> to make these technologies affordable<\/strong>, adaptable<\/strong>, and relevant<\/strong> for developing nations.<\/p>\n\n\n\n

India further called for developed countries<\/strong> to address the massive climate finance gap<\/strong>, which is delaying climate action in the developing world.<\/p>\n\n\n\n

\u201cTrillions of dollars<\/strong> are needed for clean energy projects<\/strong>, disaster-resilient infrastructure<\/strong>, and climate adaptation<\/strong>\u2026 It should be ensured that any deviation from the least-cost development pathways committed by developing countries is fully met through public finance by developed nations,\u201d Nandan said. She added that failing to meet these commitments would place an additional financial burden on developing countries, which are already bearing the disproportionate impacts of climate change<\/strong>, despite not being the main contributors to the problem.<\/p>\n\n\n\n

India also raised strong objections to unilateral trade measures<\/strong> such as the European Union\u2019s Carbon Border Adjustment Mechanism (CBAM)<\/strong>, arguing that they unfairly shift the costs of climate action onto poorer nations.<\/p>\n\n\n\n

\u201cThese measures hinder international cooperation<\/strong> and impose additional financial burdens on developing countries,\u201d Nandan warned.<\/p>\n\n\n\n

Finance Minister Nirmala Sitharaman<\/strong> had also criticized the CBAM<\/strong> last month, calling it \u201cunilateral and arbitrary<\/strong>,\u201d and said such measures could harm India\u2019s industries and disrupt the balance in international trade<\/strong>. According to a report by the Delhi-based think tank Centre for Science and Environment<\/strong>, CBAM<\/strong> could impose an additional 25 percent tax<\/strong> on carbon-intensive goods exported from India to the EU, potentially costing India 0.05 percent of its GDP<\/strong>.<\/p>\n\n\n\n

India further highlighted that global emissions<\/strong> could peak by 2030<\/strong>, as projected by the 2024 NDC synthesis report<\/strong>, which indicates that emissions will be 2.6 percent lower<\/strong> in 2030 compared to 2019 levels<\/strong>.<\/p>\n\n\n\n

India stressed that this goal is achievable, but for it to be realized, developing nations<\/strong> must have access to finance<\/strong>, technology<\/strong>, and capacity-building support<\/strong>.<\/p>\n\n\n\n
