JAMMU, Nov 3:<\/strong> In a recent development, the Jammu School Education Department has issued a directive to all Department Heads, emphasizing the full and immediate implementation of the guidelines provided in the National Commission for Protection of Child Rights (NCPCR) manual across all schools in the province.<\/p>\n\n\n\n

As per the directive issued by Ashok Sharma, the Director of School Education in Jammu, this action is aimed at promoting the universality and inviolability of child rights, with a particular focus on safeguarding children in the age group of 0 to 18 years.<\/p>\n\n\n\n

The official order underscores the fundamental importance of ensuring a safe and secure environment within schools, recognizing its role in supporting effective teaching and learning. It highlights that a secure environment contributes to the emotional, mental, and physical development of students.<\/p>\n\n\n\n

The Directorate has instructed Chief Education Officers (CEOs) in Jammu Division to widely circulate the NCPCR’s Manuals on ‘Safety and Security of Children in Schools’ among all educational institutions, both government and private. This dissemination is intended to raise awareness and ensure the effective implementation of these vital guidelines.<\/p>\n\n\n\n

A senior official from the Education Department emphasized that, during their formative years, children spend a significant amount of time at school, making it crucial to provide them with a secure, positive, and comfortable learning environment. Such an environment is considered essential for students of all age groups, as it directly impacts their ability to focus on acquiring the skills necessary for their education and future success.<\/p>\n\n\n\n

The issue of school safety has gained substantial attention at all levels of government, from local to federal. It encompasses protection from various forms of abuse, violence, psycho-social issues, natural and man-made disasters, fire hazards, and transportation concerns. Emotional safety is of particular concern, as detecting emotional problems in children can be challenging for both teachers and parents.<\/p>\n\n\n\n

The official also noted that bullying can lead to lower self-esteem and daily stress for victimized students, underlining the need for a healthy and supportive educational environment for children to grow and develop.<\/p>\n\n\n\n

In a significant legal decision, the Supreme Court has ruled that no new government or private school will be granted affiliation unless the school building complies with fire safety measures and earthquake-resistant structures. This decision stems from a tragic incident five years ago in which 93 children lost their lives in a fire at a school in Kumbakonam, Tamil Nadu. The Court emphasized that children should not be compelled to receive education in unsound and unsafe buildings.<\/p>\n\n\n\n
