Guidelines \/ Instructions on lockdown measures in the Union Territory of Jammu and Kashmir<\/p>\n\n\n\n
1) Whereas, the Government of India vide its Order \nNo.40-3\/2020-DM-l(A) dated 1.5.2020, has issued new guidelines on \nlockdown measures which will come into effect from 4m May 2020 till 18th\n May 2020; and,
\n2) Now, therefore, in exercise of powers conferred under Section 24 of \nthe Disaster Management Act, 2005. the undersigned, in his capacity as \nthe Chairperson of the State Executive Committee, hereby issues the \nguidelines\/ instructions annexed with this order for regulating \nactivities within the Union Territory of Jammu and Kashmir for effective\n Containment of COVID-19, w.e.f 4th May, 2020 till further orders.
\n3) All the SOPs and instructions issued earlier and referred to in the \nAnnexure will be deemed to have been extended till the validity of this \norder, or modified otherwise. Any deviation from this order shall \nattract penal action under the Disaster Management Act, 2005.<\/p>\n\n\n\n
Guidelines\/ Instructions for regulating activities In the UT of Jammu\n & Kashmir during the extended period of lockdown, w.e.f. 4th May, \n2020.<\/p>\n\n\n\n
General Instruction*
\n1) These instructions are being issued for regulating activities that \nare to be permitted during the extended period of lockdown W.e.f. 4th \nMay 2020 imposed vide MHA s order No 40-3\/2020-DrvW(A) dated 1st May. \n2020 These instructions shall remain in force till further orders, \nunless modified or withdrawn earlier
\n2) No fresh permission\/passes are required for activities which were \nalready permitted under the lockdown till 3,d May, 2020. All \ninstructions relating to safety, health precautions, social distancing, \netc continue to apply.<\/p>\n\n\n\n
Non-Permissible activities In entire UT of J&K<\/p>\n\n\n\n
3) The following activities shall continue to remain prohibited across the entire
\nUnion Territory of J&K. irrespective of the categorization of the districts, w.e.f.
\n4,h May. 2020. till further orders:<\/p>\n\n\n\n
(I) All domestic and international air travel of passengers, except \nfor medical services, air ambulance, security purposes or for purposes \nas permitted by MHA.<\/p>\n\n\n\n
All passenger movement by trains, except for security purposes or for purposes as permitted by MHA.<\/p>\n\n\n\n
(Ill) Inter-state, Inter-district and Intra-district Buses for public\n transport and private vehicles, except for purposes permitted under \nthis order in specific categories of districts.<\/p>\n\n\n\n
(iv) All schools, colleges, universities, educational\/ training\/
\ncoaching institutions, etc. However, online\/distance learning
\nshall be permitted.<\/p>\n\n\n\n
(v) Hospitality services other than those used for housing health\/
\npolice\/ Government officials\/ healthcare workers, stranded
\npersons, and those used for quarantine facilities.<\/p>\n\n\n\n
(vi) All cinema halls, shopping malls, gymnasiums, sports complexes, \nswimming pools, entertainment parks, theatres,bars, liquor shops, \nrestaurants, spas, saloons, parlours, barber shops and auditoriums, \nassembly halls and similar places, except where permitted under this \norder In specific categories of districts.<\/p>\n\n\n\n
(vii)AII social\/ political\/ sports\/ entertainment\/ academic\/ cultural\/ religious functions\/ other gatherings.<\/p>\n\n\n\n
(viii) All religious places\/places of worship shall be closed for
\npublic. Religious congregations are strictly prohibited.<\/p>\n\n\n\n
(ix) The movement of individuals for all non-essential activities
\nbetween 7 pm to 7 am. District Magistrates shall issue specific
\nprohibitory orders in this regard under Section 144 of CrPC.<\/p>\n\n\n\n
(x) Persons above 65 years of age, persons and with co-
\nmorbidities, pregnant women, and children below the age of 10 years, shall stay at home, except for meeting essential
\nrequirements or for health purposes.<\/p>\n\n\n\n
Continuation of Activities already regulated In the UT of J&K:<\/p>\n\n\n\n
4) The following Standard Operating Procedures (SOPs) \/ guidelines\/ \ninstructions issued by the JK SDMA and JK SEC from time to time \n(available on the website \u2013 www.jkqad.nic.in) shall remain applicable in\n all the districts, except in the areas identified as the \u201cContainment \nZones\u201d:<\/p>\n\n\n\n
a. Standard Operating Procedure for Red zones (also known as
\nContainment Zones) (Dated 14.04.2020).<\/p>\n\n\n\n
b. Standard Operating Procedure for regulating activities in
\nconstruction sectors (Dated 16.04.2020).<\/p>\n\n\n\n
c. Standard Operating Procedure for select activities in rural
\nareas (Dated 16.04.2020).<\/p>\n\n\n\n
d. Standard Operating Procedure for regulating industries,
\nindustrial\/commercial\/private establishments<\/p>\n\n\n\n
