The Ministry of Law & Justice Department of Justice, Government of India, through a notification announced appointment of Rahul Bharti and Moksha Khajuria Kazmi, as Additional Judges of High Court of Jammu & Kashmir and Ladakh, for a period of two years, with effect from the date they assume charge of their respective offices.
“In exercise of the power conferred by clause (1) of Article 224 of the Constitution of India, the President is pleased to appoint (i) Rahul Bharti and (ii) Moksha Khajuria Kazmi, to be Additional Judges of the High Court of Jammu & Kashmir and Ladakh, for a period of two years, with effect from the date they assume charge of their respective offices”, reads the notification.
It is worthwhile to mention here that in March 2019, the State High Court Collegium had recommended Rahul Bharti and Moksha Khajuria Kazmi for appointment as Judges of J&K High Court.
The J&K High Court has sanctioned strength of 17 Judges including 13 permanent Judges and 4 additional Judges. However, at present there are thirteen Judges including Chief Justice Pankaj Mithal. The other Judges of the High Court are Justice Ali Mohammad Magrey, Justice Dhiraj Singh Thakur, Justice Tashi Rabstan, Justice Sanjeev Kumar, Justice Sindhu Sharma, Justice Rajnesh Oswal, Justice Vinod Chatterji Koul, Justice Sanjay Dhar, Justice Puneet Gupta, Justice Javed Iqbal Wani, Justice Mohan Lal and Justice Mohd Akram Choudhary. With appointment of Rahul Bharti and Moksha Khajuria Kazmi as Additional Judges of J&K High Court, the strength of sitting judges in J&K High Court goes to 15.
Rahul Bharti, son of Late Kailash Nath Sharma, was born on July 31, 1967 and after completing B.Sc. from GGM Science College Jammu, completed LL.B from Himachal Pradesh University, HPU Summer Hills, Simla.
Senior Adv Rahul Bharti joined Bar in February 1991 on being provisionally enrolled as an advocate with Bar Council of Jammu & Kashmir vide notification no. 64- A dated 7/2/1991 and later enrolled on Rolls of Advocates vide Certificate of Enrollment number 42-(A)/1991 dated 22/2/1993. Having standing of more than 28 years at Bar and having conducted and conducting cases on original, civil as well as criminal side, and also on appellate and writ jurisdiction side, Rahul Bharti had conducted and handled litigation of varied nature such as Industrial, Labour, Consumer, Cooperative, Revenue, Motor Accidents Claims, Banking, Taxation (excluding Income Tax), Arbitration & Service matters.
Born on January 1, 1973, Moksha Khajuria Kazmi started practice in Jammu wing of High Court in 1996 and Srinagar wing of High Court from 1999 to till date. She is presently standing counsel for Medical Counsel of India, J&K State Sports Council, Islamic University of Science & Technology and Myasa Network Solutions. Rahul Bharti and Moksha Khajuria Kazmi were designated as Senior Advocates of J&K High Court on December 2020.
